Judicial Review Fundraiser: Join Our Fight

Following recommendations from the Leng Review, the UK government is severely restricting Physician Associates and Anaesthesia Associates from carrying out the role we were trained to do.

This includes:

    Preventing PAs from treating undifferentiated (i.e. undiagnosed) patients. 

    Reducing pay and changing PAs’ job title to ‘Physician Assistant’. 

    Changing the PA and AA job role beyond all recognition.  

    Requiring PAs to have two years’ secondary care experience before working in primary care. 

    Reducing pay and changing AAs’ job title to ‘Physician Assistant in Anaesthesia’. 

    This is despite the Leng Review finding no substantive evidence that PAs and AAs are unsafe or ineffective.

    Their unfounded recommendations are harmful to patients, harmful to employers, and harmful to MAPs.

    That’s why WE’RE FIGHTING BACK.

    On Friday 25th July 2025 our legal team issued pre-action letters to Health Secretary Wes Streeting and NHS England, notifying them of an intended judicial review claim. Professor Gillian Leng has also received copies of these letters as a potential interested party.

    News & Updates:

    • Justice Dove has expedited the Judicial Review, and we therefore expect proceedings to take place over the next few months. 
    • During proceedings, NHSE placed the burden of breaching employment law firmly onto employers, stating that they did not have the authority to instruct employers in how to manage their staff.  
    • As of 29th August 2025, Professor Gillian Leng has been officially added as a Defendant to the Judicial Review. 
    • We expect the Defendants to submit their arguments to the Court by Monday 8th September 2025.  We then anticipate a ‘Permission to Proceed’ hearing will take place, likely at the end of September 2025.
